Founder and President of Offutt Securities, Inc., Mr. Offutt has been a member of the National Association of Securities Dealers since 1987. Previously, he was Director, Institutional research and Marketing) at Legg Mason Wood Walker. He is a member of the Board of Williams Industries, Inc.,Falls Church, Va. (since 1994). Previously, he was Vice Chairman of Franklin Square Hospital, MD. Mr. Offutt was one of the original panelists on Wall Street Week.

He holds a M.B.A. from George Washington University, and a B.A. from Lehigh University.

He has held a variety of positions with Central Maryland utility BGE and its subsidiaries where he was involved in project and finance development as well as in long-term energy contract development for large industrial customers. He also served as a stock trader, securities analyst and a specialist in M&A and valuations.

His professional affiliations include memberships in the Association for Investment Management and Research and the Capitol Area Energy Association.

Bert is a graduate of the University of Baltimore and became a chartered financial analyst in 1991.
